Public servants across governments are working to improve digital service delivery, but efforts to date have not been enough. We need to put the wind at their backs with concrete, bold actions that help them deliver services that are easy-to-use, fast, inclusive, reliable, safe, and transparent. Aaron has noted that the Canadian Digital Service (CDS) is prepared to accept the challenge of the Innovation, Science and Economic Development Canada’s Digital Industries report, which implored the federal government to provide all of its services online by 2025.

Aaron Snow will discuss what’s possible and how together with industry, the CDS can meet those expectations.

Hillary Hartley has noted that the people of public service are impact-driven, working hard to meet the changing expectations of the public, communities and businesses. Technology has not changed our shared mission of service; it has given them new tools. So, how might we create simpler, faster, better services for Ontarians, together?

Both Hartley and Snow worked at 18F, an innovation incubator and consultancy inside the U.S. Government’s General Services Administration that helps government agencies build and buy digital services, introducing modern digital procurement, design and development methodologies to help provide government services more efficiently and effectively.

Aaron Snow, Chief Executive Director, Canadian Digital Service

As Chief Executive Officer of the Canadian Digital Service (CDS), Aaron Snow leads the Canadian Government’s newest digital team in its ambitious mandate to improve federal service delivery.

Before CDS, Aaron was a Presidential Innovation Fellow under President Barack Obama, and then co-founded 18F, the U.S. government’s in-house digital consultancy. Aaron was a co-founder, Director of Delivery of 18F, the United States Government’s 200-person digital services team. He also served as a Presidential Innovation Fellow under President Barack Obama, focusing on technology procurement.

Aaron also held the roles of Deputy Commissioner and Senior Advisor at the U.S. Government’s Technology Transformation Service (TTS). TTS is a $100M collection of cutting-edge programs improving the U.S. government’s use of technology to better serve the public.

Aaron joined CDS after serving as the Chief Operating Officer of cBrain North America through much of 2017. He is also co-founder and Chief Technology Officer of Voter Protection Partners and a member of the OpenGov Foundation’s Board of Directors.

Before his government service, Aaron was co-founder of Daring Software, a practicing litigator and a program manager at Microsoft. He is a member of the Board of Directors of the OpenGov Foundation.

Hillary Hartley, Ontario’s Chief Digital and Data Officer
Deputy Minister, Cabinet Office

Hillary Hartley is Ontario’s Chief Digital and Data Officer and Deputy Minister, Cabinet Office. As the head of the Ontario Digital Service, Hillary is responsible for leading the government’s digital transformation efforts and the administration of the Simpler, Faster, Better Services Act to deliver simpler, more easily accessible services for the people, communities and businesses of Ontario.

Hillary joined the provincial government in April 2017 as Deputy Minister Responsible for Digital Government. She also served as Deputy Minister of Consumer Services, where she led the government’s retail services operation (ServiceOntario), and programs focused on consumer protection.

Previously, Hillary was the Deputy Executive Director of 18F, a digital services agency in the U.S. federal government, and was a Presidential Innovation Fellow in 2013. She has worked with governments, across jurisdictions, for more than twenty years, serving as a director at NIC Inc., an organization that helps governments deliver programs and services online.
