Distinguished panelists will discuss critical issues and opportunities facing Broader Public Sector Leaders and their agencies. This series is designed to be an open and transparent value exchange and to encourage the sharing of information between industry and government as well as to jointly identify IT challenges and solutions. The goal of each BPS event is to discuss how the IT vendor community can better support government business and cultivate more effective citizen-centred service delivery.

Tracey is a senior IT executive with over 30 years of experience in operations, business development and account management. Currently, VP of IT Services at Rogers Communications and co-lead of the Workplace Transformation Program, she works with Real Estate, Human Resources and IT to deliver the most connected, tech-savvy and agile workforce in Canada.
Previously as Unisys’ Vice President of End-User Services, Tracey was accountable for the full life cycle of End User services globally, leading a global team of more than 8,000 professionals speaking 20 languages.

Luisa Andrews joined Toronto Community Housing on August 13, 2018 as Vice President, Information Technology Services. Luisa brings more than two decades of experience in developing and delivering business solutions through information technology, process redesign and people leadership. She has strong expertise in customer service, internal technical support, field services, data governance, finance, facilities management, strategic and business plan development, corporate services and procurement.
Prior to joining Toronto Community Housing, Luisa led the workplace technology team at Brookfield Global Integrated Solutions, Canada’s largest facilities management organization, where she developed a strategy for creating a Centre of Excellence for workplace technology for the company. Luisa also spent 13 years in progressively responsible leadership positions at the Technical Standards and Safety Authority, where she delivered solid results in business transformation, process improvement, data integrity, customer experience and operational efficiencies. Earlier in her career, Luisa worked for Union Gas in its customer care organization.
Michael Anthony Eubanks

With more than 25 years of entrepreneurial, retail and technology experience, Michael is currently Senior Vice President and Chief Information Officer at the LCBO. His former roles include Co-Founder and Chief Technology Officer for One Inc., Vice Present, Architecture Relationship Management and Technology Strategy at Canadian Tire Corporation, and various senior technology roles at Best Buy International and the T. Eaton Company LTD.
Michael has been a visible and significant industry representative as the President of Smart Toronto and Vice President of Information Technology E-commerce and Operations at the Retail Council of Canada. He is currently a member of the Board of Governors for North Toronto Soccer Association, The Canadian Club of Toronto, and the Impakt Corporation. Michael is a graduate of York University, University of Toronto Rotman School of Business Institute of Corporate Directors (ICD) Program and the Harvard Business School Executive Program.
Steve Gesner, Executive Vice President, Technology Operations, eHealth Ontario
Steve Gesner is the Executive Vice President, Technology Operations of eHealth Ontario, an agency of the Ministry of Health which provides integration and technology services to a variety of organizations in Ontario’s healthcare sector. He brings over 30 years of diverse experience gained in the automotive, financial services, consulting, business process outsourcing, healthcare, and telecom sectors to this role. Steve and his team of 500 technology professionals are accountable for the secure capture and delivery of patient healthcare information to clinicians at the point of care in hospitals, clinics, and diagnostic centres across Ontario.
Steve began his career with Ford Motor Company of Canada where he spent 9 years in a variety of roles covering finance, treasury, marketing, production planning, industrial relations, and IT. In 1988, Steve jumped to the financial services sector joining TD Bank Financial Group where he spent 14 years holding a variety of executive roles in both business and technology. He was one of the guiding forces in TD’s rise to dominance in the online financial services world, having led the business and IT teams responsible for www.td.com, TD Access:PC, and TD Access:Web Banking as well as the retail banking contact centres. Steve spent the last 3 years of his time with TD as its global Chief Technology Officer focusing on how technology can be best utilized to enable business solutions.
After leaving TD, Steve joined CapGemini as its Chief Technology Officer in Canada where he spent most of his time helping financial services clients better understand the potential of technology and its impact on their business models. In 2004, Steve joined TELUS as their VP, Finance Vertical Marketing. In this role, Steve worked with many parts of TELUS in order to develop new solutions that addressed business issues unique to the financial services industry. Steve joined Meridian Credit Union as its first CIO in 2005, overseeing the successful merger and integration program which lead to the formation of the firm. In January 2008, Steve joined Resolve Corporation as its EVP and CIO where he led the integration and consolidation efforts which brought together the seven firms acquired over the prior 2 years and ultimately facilitated the sale of Resolve to Davis and Henderson in mid -2009. Subsequent to the sale of Resolve, he became the CIO of PharmaTrust, a healthcare technology startup which developed the MedCentre, a remote pharmaceutical dispensing platform. Most recently, Steve was the CIO of Street Capital Financial Corporation and played a leading role in the formation of Street Capital Bank of Canada.
