TECHNATION works with CIO leaders from across Canada at all levels of the public sector.  After hosting a well-attended virtual CIO briefing session in June 2021, we are back hosting a hybrid event to profile more amazing forward-thinking leaders from the Atlantic Region to discuss critical issues and to identify digital acceleration opportunities for government services (including ongoing Covid recovery and response).    

This curated dialogue will create an open and transparent value exchange between industry and government; increased awareness of current challenges and opportunities; and identify opportunities for innovative, citizen-centric digital solutions and collaboration, partnership, and co-creation.  

TECHNATION will host this important briefing with a hybrid format to allow speakers to participate from throughout the region and attendees from across Canada.

Speaker Bios:

Natasha Clarke is the Associate Deputy Minister, Chief Digital Officer, with Service Nova Scotia & Internal Services. 

In her role as CDO her mission is focused on making simpler, and easier services for the people that use them.  

Natasha is a passionate, values driven leader, motivated by making a difference for Nova Scotians through partnerships, collaboration and empowering teams. She is the board President of the Institute for Citizen Centre Service (ICCS), and a member of the Public Sector Chief Information Officer Council of Canada (PSCIOC). 

Doris Grant is the Senior Director of Innovation at Nova Scotia Health, where she leads the team focusing on transforming healthcare and the health of Nova Scotians through innovation-driven solutions. The Innovation team, under Doris’ leadership, launched the newly established Strategic Partnership Office (SPO). Leading both business development and commercialization activities the SPO is the front door for innovative opportunities and partners that want to work with Nova Scotia Health. The recent creation of the Innovation Launchpad has further catapulted NS Health’s ability to test, try, evaluate, and scale new solutions streamlining implementations for the benefit of patients, physicians, and the health system.

 With over 20 years of business development experience, Doris’s career has focused on delivering impactful research and commercial partnerships with industry, entrepreneurs, government, researchers, and clinicians. Before joining Nova Scotia Health, Doris led both the commercialization and industry engagement activities for the life and health sciences sectors at Dalhousie University’s Office of Commercialization and Industry Engagement. Prior to Dalhousie, Doris spent several years in the business development and the intellectual property departments at Biogen in Boston MA. Doris has a BSc (Agr.) and MSc (Agr.) from Dalhousie University.

Matt Murphy is the Chief Data Officer and Senior Director of Strategy and Performance with Nova Scotia Health. He is also an active member of Dalhousie University’s School of Health Administration. He holds a Bachelor of Science and a Master’s of Applied Health Services Research from Dalhousie University, is a Certified Health Executive with the Canadian College of Health Leaders and an EXTRA Fellow with Healthcare Excellence Canada. Matthew’s main interests are in organizational strategic planning and development and furthering the use of evidence-based decision making within healthcare.

Mike Bannister is the Director of Digital Government for the Department of Digital Government and Service NL where is he provides leadership on major initiatives and shape the government-wide digital strategy. Prior to joining the Department in March 2022, Mike served as a Cabinet Officer in Cabinet Secretariat branch of the Office of the Executive Council. With over 20 years of public sector experience, Mike has held senior management positions in various organizations including the Department Health and Community Service and the Office of the Chief Information Officer. Before returning to his home province in 2005, Mike worked in Ontario for Bell Security Solutions Inc. and ONCE Corporation supporting the development of portal and content management solutions along with specializing in metadata management. This keen interest in metadata led him to volunteer with the Standards Council of Canada in advancing the development of standards in data and information management for the International Organization for Standardization.

Mike is passionate about digital innovation. Having won both provincial and national hackathons in digital health, Mike continues to support the growth of national and local health innovation ecosystems as a member of the Council of Experts with Bounce Health Innovation (NL’s med-tech startup incubator) and Hacking Health Global. Mike holds a Masters in Library and Information Science from the University of Western Ontario and a Bachelor of Arts along with Certificates in Public Administration and Professional Facilitation from Memorial University.
