Genevieve Lambert
Chief Digital Officer, Office of Chief Information Officer
Government of British Columbia

Genevieve Lambert is the Chief Digital Officer overseeing the Digital Office within the Government of British Columbia’s Office of the Chief Information Officer, in the Ministry of Citizens’ Services. Her primary focus is leading a collaborative digital approach to enable all of government to better serve the people of B.C. by making it easier to build and use government services. This work includes building government’s capacity to provide services to meet the needs of people in British Columbia by providing access to funding, tools, platforms, training, and support.  

Genevieve began her career with a stint oversees at Ernst & Young Ireland in 2000, going on to ten years in the private sector in progressive marketing and product management roles in technology companies in Toronto and Victoria. Genevieve started in government in the Ministry of International Trade in 2011, leading a transformation of BC’s web presence. In her Executive Director roles, she helped create the Data Innovation Program, led the cross-government Data Roadmap with the BC Data Council and has been a strong champion of modern ways of working, including Agile and service design practices. Most recently, as Senior Executive Director, Digital Priorities, she was responsible for Hosting services, cloud adoption and coordination.

Katharine Casey
Executive Director, Workforce Strategies
Provincial Health Services Advisory (PHSA)

Katharine Casey’s career spans across British Columbia. From building videoconference rooms for Telehealth throughout northern BC, managing videoconference operations and liaising with all six health authorities for the UBC Faculty of Medicine, directing a team of programmers for Island Health’s Corporate Services, to leading the Health Human Resources strategy for Provincial Health Services Authority – Katharine is a British Columbian healthcare leader who is compelled to bring people together to build a better and stronger British Columbia. Katharine holds an MBA from the University of Northern British Columbia and a Bachelor of Arts (Honours) degree from McGill University. 

Irene Guglielmi
Executive Director, Digital Workplace Program
Ministry of Citizens’ Services

Irene Guglielmi is the executive director for the Digital Workplace Program at the Ministry of Citizens’ Services. As a team, they’re working to define and build the digital workplace for employees at the BC Public Service.

Being a change champion has been part of Irene’s career from the beginning. After starting out in education and learning, she shifted her focus to strategic communication, stakeholder and citizen engagement, service design and transforming service delivery for government.

Irene’s energy and passion to solve problems fuels her team’s creativity and bonds them to the collective goal of making things better for employees and citizens. She’s been on a winning streak for 17+ years at the BC Public Service – bringing ideas to life through team collaboration, colleague cooperation and leadership buy-in.

Tadhg Healy
Chief Technology Officer
City of Vancouver

Tadhg is a highly motivated physics PHD graduate of University College Cork with a talent for analyzing problems and developing innovative solutions in the high tech space.

His wide ranging professional experience includes working as an Optical Research Engineer, as a Project Manager with a non-profit in Ghana and currently as the Chief Technology Officer with the City of Vancouver.

Tadhg has worked with the City in a range of digital leadership roles since 2013 and was instrumental in the implementation of the City’s Digital Strategy between 2013-2017 and as Chief Technology Officer leads the a series ongoing technology transformation efforts.
