November 5, 2025 – Toronto, ON – The 2025 Federal Budget, Canada Strong, responds to global change with $1 trillion in investments over five years. The budget’s major commitments on Canada’s digital economy, AI and quantum, defence, health technology, and workforce development significantly raise the level of ambition for industry and government in Canada.
As Canada’s national technology industry association, TECHNATION applauds this ambition and is ready to work with the government to build a strong domestic economy while enhancing our global competitiveness.
“The government has moved quickly to confront global pressures with bold and practical steps to create long-term resilience and inclusive growth. Our sector stands ready to meet this moment for all Canadians,” said Kevin d’Entremont, President and CEO of TECHNATION. “Canada can drive domestic innovation while building on the strong technology foundations our association has championed for over 60 years. As the government pivots to respond to shifting realities, TECHNATION will help bring industry together, from SMEs to large global employers, to leverage the strengths of the entire sector. Together, we can bring this bold vision to full potential, at the speed Canadians need.”
Tech-Led Growth and Opportunities for Canadian Companies
The Buy Canadian policy, alongside broader government procurement reform, offers more opportunities to Canadian firms through the simplification and prioritization of critical needs. TECHNATION supports a practical, inclusive approach to a Made in Canada strategy that ensures we leverage what we have already built through globally recognized best practices and services, to accelerate job creation, innovation and economic growth for all. TECHNATION is supportive of reform but urges caution, believing that the Government of Canada should pursue policies that lift domestic enterprises up, without sacrificing the technological or service delivery capacity of our public institutions.
Government Productivity and Procurement Modernization
Procurement and modernization initiatives should emphasize speed and outcomes. TECHNATION members are uniquely positioned to help Canada achieve more with less, driving transformation, upskilling talent and delivering world-class digital solutions that improve services for Canadians. TECHNATION continues to urge collaboration with the vendor community and our members to find solutions that will ensure Canada has access to the best products and services for Canadians and our military.
AI Adoption and Digital Transformation in Government
TECHNATION has long advocated for the responsible and scalable use of AI, and we encourage the government to work with industry to build the skills and infrastructure necessary to make AI implementation a national strength. The private sector stands ready to help scale successful use cases, strengthen capacity, and equip public servants with the skills necessary to better serve Canadians.
Health Technology and Innovation
Budget 2025’s renewed focus on health infrastructure and innovation recognizes that technology will be central to improving access, efficiency and outcomes across Canada’s health systems. TECHNATION welcomes these investments — from modernizing digital health infrastructure to strengthening access in Northern and remote communities — and stands ready to collaborate with governments and health sector partners to accelerate technology adoption and deliver better care for Canadians.
Workforce Development and Upskilling
TECHNATION welcomes the federal government’s multi-year renewal of the Student Work Placement Program (SWPP), a vital program that prepares people for the jobs of tomorrow. This commitment provides long-term stability for employers and students while continuing to deliver future-focused work-integrated learning opportunities across Canada. Career pathways matter now more than ever, giving students and employers the practical, reliable routes they need to succeed in a rapidly changing tech economy.
A Path Forward
As these measures take shape, TECHNATION looks forward to collaborating with government and industry partners to translate these commitments into tangible results for Canadians and position Canada as a world leader in the digital economy.
