Sarah Reid-Morris
Partner | Customer & Digital Strategy | D.Studio
Dr. Sarah Reid-Morris leads Deloitte Digital’s national Customer & Digital Strategy practice, spearheading digital transformation through human-centred design and innovation. She specializes in leveraging cutting-edge digital technologies and data-driven insights to support clients to design, deliver, and scale impactful digital products and services that enhance citizen experience. Over the past decade at Deloitte, Sarah has pioneered a leading human-centred design research practice and contributed thought leadership in equity-centred design and inclusive innovation for service delivery transformation. She actively supports women in digital leadership and innovation, championing inclusive approaches that foster diversity and equity in technology. Her thought leadership in digital and design has been featured in publications such as the Harvard Business Review and The Behavioural Scientist.

Lisa Carroll
Partner, Deloitte Canada
Lead Client Services Partner – Federal Central Government
Lisa is a Senior Business Executive with over 34 years experience in the Technology Industry in Canada. Her entire career has been partnering with Public Sector clients across the country to modernize, transform, innovate and adopt technology to meet their Mission of quality and trusted services to citizens and businesses. As a Partner at Deloitte, Lisa is working and advising on Digital Transformation, Procurement Reform, Cloud and AI adoption, as well as Sovereign and Diversified Technology Supply Chains. Lisa is the Chair of the TECHNATION Diversity Committee.
The depth of her Public Sector experience spans the Federal Government, Provincial Governments, Healthcare, Municipal, Defence, Education. Prior to joining Deloitte, Lisa has been an executive in leading Technology companies, the most recent being: 5 years as the General Manager, Public Sector, at Microsoft Canada; and 15 years with CGI, where her last role was Senior Vice President of the business unit focused on Federal Government and leading Cybersecurity Practice for the country.

Maud Murray
Deputy Minister, Ministry of Red Tape Reduction
Maud Murray is a transformative public sector executive and currently serves as Ontario’s first Deputy Minister of the Ministry of Red Tape Reduction. With a distinguished career spanning law, policy, and senior government leadership, Maud is spearheading innovative reforms that are modernizing regulatory frameworks, streamlining government processes, reducing administrative burden, and unlocking opportunities for economic growth across the province.
She is helping Ontario build a more agile, responsive, and business-friendly public service. Maud is widely recognized for her strategic legal acumen, collaborative approach to problem-solving, and ability to translate bold ideas into measurable impact.
An immigrant to Canada, Maud’s personal and professional journey reflects a deep commitment to public service excellence, resilience, and purpose driven leadership. She holds a Master’s Degree in Literature, a Juris Doctor, and is a member of the Ontario Bar. Maud was appointed King’s Counsel of Ontario and awarded the King Charles III Coronation Medal.

Samantha Poisson
Deputy Minister of the Ministry of Public and Business Service Delivery and Procurement
Samantha Poisson was appointed Deputy Minister of the Ministry of Public and Business Service Delivery and Procurement in April 2025. She brings over 20 years of experience in the Ontario Public Service, with a strong record of leading transformation and operational improvements.
Previously, she served as Assistant Deputy Attorney General of the Court Services Division, where she modernized front-line services and supported the safe return to in-person court proceedings during the pandemic.
Samantha is known for her collaborative leadership and ability to build trust across teams and stakeholders. She holds a Master of Education from Western University and lives in southwestern Ontario with her family.

Dafna Carr
Associate Deputy Minister of ServiceOntario
Dafna Carr is Associate Deputy Minister for ServiceOntario at the Ministry of Public and Business Service Delivery and Procurement (MPBSDP).
As the front door of government, ServiceOntario’s over 2,000 staff across Ontario are responsible for making access to services simple and convenient, while working with over 20 ministry partners to improve the customer experience for the public, businesses and government.
Dafna is a change and transformation leader, bringing value-based leadership to each role she takes on. She joined the Ontario Public Service in 2016 after over 26 years in health care leadership roles at Health Quality Ontario, Cancer Care Ontario, University Health Network and Gamma-Dynacare Laboratories.
In her over 8 years in the OPS, she has held senior leadership roles across three ministries including as Chief Information Office for the Ministry of Children, Community and Social Services, and as MPBSDP’s Corporate Chief Information Officer for Government Information Technology Ontario (GovTechON).
Dafna holds a Master’s in Business Administration from York University and has completed Leadership programs at the University of Toronto and Ivey at Western University.
Karen Moore
Assistant Deputy Minister, Strategic, Network and Agency Policy, at the Ontario Ministry of Energy and Mines
Karen Moore is the Assistant Deputy Minister, Strategic, Network and Agency Policy, at the Ontario Ministry of Energy and Mines. In this role she is accountable for providing strategic advice on integrated, long-term energy planning, electrification, climate change adaptation, agency governance, transmission policy, and Indigenous relationships and partnerships. Karen has a broad range of policy experience across the Ontario Public Service (OPS), having worked in progressively more senior policy roles at the Ministry of Environment, Conservation and Parks, Cabinet Office, the Ministry of Health and the former Ministry of Energy and Infrastructure. She holds a Master of Public Administration from Dalhousie University and a Bachelor of Arts from the University of British Columbia.
