Globally, government procurement is a $12 trillion market. Public purchasing not only supports public service delivery; it also accounts for 12-15% of GDP in Canada and in other nations. In recent years, public procurement has been in the spotlight and government leaders have been challenged to respond to a broad mix of compliance, trade and value for money questions.
TECHNATION will host a solutions-oriented industry panel for government and business leaders, featuring insights from the recently released Smart Procurement Group (SPG) report, originally launched by Compass Rose. Speakers will discuss actionable ideas for more agile and effective procurement processes, policies, programs, contracting structures and governance. Government procurement leaders will also hear industry perspectives on inclusions, socio-economic initiatives, and strategies to drive smarter, more efficient public purchasing.

The SPG was founded in fall 2025 to tackle common procurement challenges through a solutions-based, cross-sector approach. Its membership includes SMBs, Canadian and U.S. multinationals, hardware suppliers, and software publishers, ensuring all perspectives are reflected in its work. Under the guidance of Kelly Hutchinson, a veteran digital government and procurement strategist, and Christian Roy, former senior Government of Canada legal executive, the group produced a report with actionable recommendations to strengthen policies, terms, and conditions while aligning private sector and government priorities.
Dominic Laporte
Senior Assistant Deputy Minister, Procurement, Public Services and Procurement Canada
Dominic Laporte became Senior Assistant Deputy Minister of Procurement on January 29, 2024.
In this role, Dominic oversees the planning and delivery of procurement projects and initiatives supporting the department’s mission to provide high-quality services and programs that meet the needs of federal organizations while ensuring responsible stewardship on behalf of Canadians. He also leads the development and implementation of procurement modernization initiatives aimed at making procurement processes easier, faster and more accessible for both suppliers and buyers.
Before joining the Procurement Branch, Dominic served as Chief Executive Officer of Public Services and Procurement Canada’s Translation Bureau, the Government of Canada’s centre of excellence for linguistic services. Prior to that, he worked for several years as Assistant Deputy Minister of Human Resources and Corporate Services at Fisheries and Oceans Canada, as well as Executive Director of Pension Policy and Programs with the Treasury Board of Canada Secretariat.
Dominic’s commitment to ensuring that procurement is conducted in a fair, open and transparent manner is deeply rooted in the various roles he held during the first part of his career at the Canadian International Trade Tribunal, where he served as a lawyer, research director, secretary and executive director.
Dominic holds a bachelor’s degree in economics as well as degrees in common law and civil law from the University of Ottawa. He is a member of the Law Society of Ontario.
Scott Davis
Assistant Deputy Minister Procurement and Chief Financial Officer, Shared Services Canada
Scott Davis is the Assistant Deputy Minister Procurement and Chief Financial Officer, Chief Financial Officer and Procurement Branch, Shared Services Canada.
In his role as Assistant Deputy Minister procurement and Chief Financial Officer of the Chief Financial Officer and Procurement Branch, Scott is responsible for ensuring effective financial management and leading the teams that negotiate contracts and find suppliers of IT goods and services across the GC.
Previously, his roles have included; Acting Assistant Deputy Minister, Digital Services Branch, Director General and Deputy Chief Financial Officer, and Director General, Finance.
Prior to joining Shared Services Canada, Scott has gained significant experience in financial strategies primarily with the Office of the Comptroller General at the Treasury Board of Canada Secretariat and National Research Council in various financial management Director roles. Prior to joining the public service, Scott has worked in various multi-national companies across the United States and Canada, focused on accounting and reporting. He gained respect and credibility as a hardworking go-to leader, capable of implementing complex, high-profile programs and projects.
Scott holds a Bachelor of Business Administration in Accounting from Bishop’s University and is a Chartered Professional Accountant.

Lisa Carroll
Partner, Deloitte Canada
Lisa is a Senior Business Executive with over 34 years experience in the Technology Industry in Canada. Her entire career has been partnering with Public Sector clients across the country to modernize, transform, innovate and adopt technology to meet their Mission of quality and trusted services to citizens and businesses. As a Partner at Deloitte, Lisa is working and advising on Digital Transformation, Procurement Reform, Cloud and AI adoption, as well as Sovereign and Diversified Technology Supply Chains.
The depth of her Public Sector experience spans the Federal Government, Provincial Governments, Healthcare, Municipal, Defence, Education. Prior to joining Deloitte, Lisa has been an executive in leading Technology companies, the most recent being: 5 years as the General Manager, Public Sector, at Microsoft Canada; and 15 years with CGI, where her last role was Senior Vice President of the business unit focused on Federal Government and leading Cybersecurity Practice for the country.

Christian Roy
Strategic Advisor, Compass Rose
Today’s environment is complex, and Christian’s expertise cuts through the myriad of layers inside government to address the policy, contracting and legal frameworks that challenge decision makers on both sides to embrace new norms.
As a former senior leader of legal teams in the Government of Canada in the areas of public safety, immigration, defence and health, Christian works closely and effectively with clients at Compass Rose to advance key business objectives by helping them navigate organizations, align to government priorities, get ahead of complex dynamics, and engage with stakeholders in meaningful ways.
Christian is passionate about supporting clients involved in complex matters and about driving change that positively impacts the wellbeing of Canadians. He brings 30 years of experience providing sound and strategic advice to senior executive officials and governmental organizations.
Kelly Hutchinson
Digital Government and Procurement Practice Lead, Compass Rose
Kelly oversees and manages Compass Rose’s digital practice. With her extensive background and expertise in procurement, public service delivery and helping innovative companies navigate the complex federal, provincial and municipal government markets, she provides strategic advice to clients to ensure all stakeholders align on one of the most important sectors for today’s economy.
With more than two decades of experience as a marketing, communications and procurement consultant, a private sector technology leader and an association executive, Kelly helps strengthen ties between the private and public sector and their collaboration on digital government agendas and public policy.
Before joining Compass Rose Kelly had the unique opportunity to apply her public sector consulting expertise inside a leading multinational software corporation, rebuilding its public sector services organization and strengthening its alignments with the governments they serve. This experience deepened Kelly’s understanding of the private and public sector dynamics within enterprise transformation initiatives, and how to further strengthen the approach to accelerate service delivery and the procurement of such.
A life-long learner and supporter of building a diverse and engaging place to work, Kelly works with her peers and public sector executive network to advance gender equality in STEM studies and careers. In her spare time Kelly is found at home in Chelsea with young son Logan and her three dogs.

Martin Chenier brings over 20 years of helping Industry and the Federal Government buy and sell professional services, understand the grey areas of public sector procurement and agile procurement process. He founded the Procurement Alliance of Canada, as a community that is passionate about public sector procurement and driven by the Customer Service Experience. PAC’s mission is to help reduce procurement friction and align client, supplier and procurement expectations through a combination of training and learning solutions, plus case studies, and sharing industry feedback to provide a comprehensive view on “How” to procurement policies, rules, and directives.

Andre Bourgeacq

As Vice President of Service Transformation, Andre currently leads service delivery for CGI’s citizen services clients across the National Capital Region. With a focus on Canada’s most critical platforms such as benefits delivery, immigration, and services to indigenous Canadians, Andre collaborates with public sector leaders to drive the adoption of digital-first strategies that benefit citizens from coast to coast.
Prior to joining CGI, Andre served as National Leader, Canadian Public Sector – Strategic Alliances & Client Innovation at Blue Prism, and Senior Director of Consulting Services at Oracle.
