Setting the Stage: What does Response, Recovery and Rebuild mean to the City of Toronto in terms of digital acceleration and innovative procurement?

In this special Re-Imagine the City of Toronto briefing event, forward-thinking City of Toronto leaders will share their COVID-19 response and recovery approach as they rebuild government services. This curated dialogue will bring government and industry together to learn how the technology community can provide business value, identify specific opportunities for co-creation and to cultivate a more effective partnership-based approach.  Moderated panel discussion will follow the presentations.

Topics will include:

  • Sharing of the City’s COVID response and recovery plans for the next 3 – 6 – 12 months
  • Outlining of the City’s Rebuild approach with a strong digital footprint
    How ‘agile procurement’ is defined post-COVID?
  • How should industry plan differently and how can government and industry collaborate and co-create in new ways?

Lisa Carroll
Canadian Public Sector Lead, Microsoft Canada

Lisa Carroll is the Canadian Public Sector Lead for Microsoft Canada. Her most recent role prior to joining was as the Senior Vice-President, National Capital Region at CGI.

Lisa’s 27-year IT career has included leadership roles with other leading Canadian organizations, such as Sierra Systems, University Health Network, Liberty Technology Services and Compugen Systems Ltd. Her passions include supporting a strong Canadian economy by enabling a healthy ICT Sector and helping clients deliver on their commitments to the Citizens of Canada.

She was co-chair of the TECHNATION (formerly ITAC) Diversity and Inclusion Committee, and Vice-Chair Director on the National Board and chair of TECHNATION’s Ontario Board. She also has participated in many advocacy councils with the Ontario Chamber of Commerce. Lisa is a recipient of the Silver Stevie Award – Canadian Female Executive of the Year (2013), TECHNATION’s (formerly ITAC) Volunteer of the Year Award (2013), and the Queen’s Jubilee Award (2013).

Josie Scioli
Deputy City Manager, Corporate Services at the City of Toronto

Josie provides strategic leadership to the City’s Facilities Management, Strategic Business Management, Real Estate Services, Fleet Services, 311 Toronto, Information & Information Technology and Environment & Energy divisions.

In this role, she manages to consistently apply her strong customer service focus to every initiative, whilst simultaneously driving transformational change and achieving competitive organizational results.

Prior to joining the City of Toronto, Josie was a senior executive at Toronto Community Housing where she led the maintenance and construction service delivery portfolio. There she redefined its core services, reinforced a facilities management framework and created a “customer first” philosophy to build a high-performing culture.  In the private sector, Josie worked at Bell Canada for 18 years.

Lawrence Eta
CTO, City of Toronto

Lawrence Eta is the Chief Technology Officer for the City of Toronto. Lawrence provides strategic leadership modernizing the City’s Information & Technology supporting the division’s delivery of resident centric solutions.

Over the span of his career Lawrence has been involved in a wide range of technology industries, holding various senior leadership positions including, Global Director of Customer Success within the Internet of Things (IOT) sector, Vice President of Technical Architecture and Director of Business Technology Solutions for an international business process outsourcing organization and Director of Information Services for one of Canada’s top 60 pension and benefits plans. A successful track record of leading large transformative business and technology initiatives, he excels at leading organizations technology transition in delivering services in an evolving global environment.
